Public policy does not emerge in isolation; rather, it evolves through layered historical experiences, socio-political transformations, economic shifts, and cultural contexts. The study of history provides a critical foundation for understanding how policies are conceived, institutionalized, implemented, and reformed across different periods. By examining the continuity and change in governance structures, historical inquiry reveals the roots of contemporary administrative practices and developmental strategies.
