Abstract

Public Administration plays a decisive role in transforming social science knowledge into effective public policy and governance outcomes. While disciplines such as sociology, anthropology, economics, and political science generate valuable insights into social realities, Public Administration provides the institutional and operational framework through which these insights are translated into actionable policies, administrative rules, and service delivery mechanisms. In the Indian context, where governance is required to address deep-rooted inequalities, regional disparities, and historical marginalization, the success of inclusive public policy depends largely on administrative capacity, leadership, decentralization, and accountability. Tribal welfare policies constitute a critical domain of Public Administration due to the historical deprivation of Scheduled Tribes, constitutional safeguards, and persistent developmental challenges. Telangana, with a significant tribal population and a welfare-oriented administrative approach, offers an appropriate context for examining the role of Public Administration in shaping inclusive public policies. This paper analyses the contribution of Public Administration in the formulation, implementation, monitoring, and evaluation of tribal welfare programmes in Telangana. The study concludes that strengthening administrative institutions, governance mechanisms, and implementation capacity is essential for translating social science knowledge into inclusive and sustainable development outcomes.
